I think memos have gone out - there is a preference cascade building against Joe Biden. I suspect they planned for him to gracefully step down at some point, but it looks he wants to hang on, so they're circling the wagons to prepare for his ouster.
Kamala is conveniently on a foreign trip right now, so she can pretend to have nothing to do with this soft coup. She'll come home saying that it is with much sadness that she has agreed to remove Joe under Section 4 of the 25th Amendment, because her country needs her.
I think they wanted to avoid this route, because it will inevitably tarnish Kamala's administration and her status as the "first woman president". But Joe is not leaving them any choice at this point.
